Jack was dismissed after a challenge on Aberdeen’s Stevie May left the Dons player on the ground.
Jack won the ball but followed through to stamp on May’s ankle.
Referee Willie Collum immediately showed Jack a red for the nasty-looking incident.
But Miller claims the ref should have considered the situation before brandishing the red.
“I am not sure about that,” Miller said on the BBC.
“I think he has over-hit it a little bit, but he has got the ball and played it away.
“I think Willie Collum has put himself up there again, making that call.
“I think he should have thought about it a little bit.
“That was one of the fastest red cards he has ever issued, and there’s been a few.”
May could not continue and was replaced by Nicky Maynard.
Rangers scored almost immediately after going down to 10 men, Josh Windass tapping home to double their advantage.
